Interdiction has become the pro-active method of attacking the narcotics trafficking human smuggling and Narco-Terrorism problems facing most law enforcement agencies. This course is designed to provide detailed information on drug, human smuggling, and terrorism interdiction techniques as well as Narco-terrorism issues that our country faces from a local, state and national perspective. Whereas other courses only touch on these types of interdiction programs, this course will give the attendee details on how to start and sell the program, and how to maintain and staff the interdiction teams. This is the most comprehensive Interdiction seminar currently being offered in the entire country that addresses narcotics interdiction, human smuggling, and Narco-Terrorism.

Program Overview


Narco-Terrorism / Rules of Engagement for the Suicide Bomber (NEW CLASS!!)
This course begins with an overview of the country of Afghanistan, including the American and NATO effort to bring stability to this formerly terror driven nation. The fight against the Taliban, Al Qaeda and narcotics trafficking warlords is discussed extensively. Also discussed in this course is the fight against Terrorism by local, state and federal law enforcement officers in identifying and dismantling sleeper cells of terrorist organizations which are living among us.

Mexican Drug Trafficking Organizations (NEW CLASS!!)
This course introduces the officer to the Mexican drug trafficking organizations and their historical developments, structures, characteristics, methods, and functions. The course will also cover the identification of the cartel leaders and their scopes of influence. The course will also cover the major U.S. Mexican drug trafficking prison gangs.

Mexican Drug Traffickers and the Spiritual World
Drug traffickers, Human Smugglers, and others involve the spiritual world in their trade for protection from law enforcement and other criminal organizations. The course will include information on Jesus Malverde, “Patron Saint of Drug Traffickers”, Juan Soldado, “Patron Saint of Illegal Aliens”, Santa Muerte, San Simon, and other “saints” or spirits” that drug traffickers and others pray to for protection from law enforcement. The Instructor, Robert Almonte has visited some of their “shrines” and will display photos and video as well as paraphernalia that drug traffickers may have in their possession. This course is beneficial to law enforcement officers in all parts of the country who may encounter these items during or pursuant to an investigation. Several significant drug and money seizures throughout the country have been attributed to this course.


Hotel/Motel Interdiction
Hotels and motels are used for a variety of criminal activity, including; drug trafficking and human smuggling. This course will present an overview of how to select investigators, meet and sell to hotel/motel managers, presentation to hotel/motel staff, surveillance techniques, conduct knock and talks, how to conduct room searches (practical exercise).

Stash House Interdiction
This presentation will address the use of houses for the concealment of larger quantities of narcotics, as well as their use in human smuggling. Instruction will be provided in identifying stash houses and providing training to different sources throughout the community on recognizing and reporting stash houses.


El Paso Intelligence Center (E.P.I.C.) and U.S. / Mexico Border Tour
Experience a first hand look at the El Paso Intelligence Center (EPIC) and the U.S./Mexico border. This includes a tour and briefing at EPIC as well as a bus tour of the border. Attendees will be provided with a unique guided tour of the border where the instructor will highlight the many different locations where drug traffickers smuggle drugs across the border, as well as the various methods of drug trafficking used by the drug smugglers.


Consensual Encounters
More and more, law enforcement officers are involved in proactive investigations which require the officer to approach an individual and engage in conversation. This course will cover the correct use of techniques to conduct a consensual encounter.

Highway Interdiction / Hidden Compartments
Attendees will receive instruction on how to conduct successful highway interdiction operations in a safe manner. The course will address indicators of drug trafficking involving the vehicle and the driver. Drug traffickers are constantly changing their methods of concealing drugs, as the drugs are transported across the border in different types of vehicles to cities across the United States. Learn the latest concealment methods used by drug traffickers.

Seminar Instructors

Robert Almonte – Deputy Chief (Ret.) El Paso Police Department, was the commander of the narcotics section and implemented the El Paso Police Department’s Hotel/Motel unit and Stash House Unit. Robert has 25 years experience with the El Paso Police Department, including 13 years in narcotics investigations as a Detective, Sergeant, and Commander. Robert holds a B.S. in Criminal Justice Administration. He has also provided narcotics training throughout the country for thousands of officers. He received national recognition as the 1999 “Outstanding HIDTA Task Force Commander” by The White House Office of National Drug Control Policy.
 

Samuel M. Candelaria - Detective, (Ret.) Albuquerque Police Department, is a 20-year veteran and has 16 years of narcotics investigative experience to include undercover work, and narcotics interdiction involving trains, buses, hotels, motels, and airports. He has provided narcotics interdiction training to many officers throughout the nation, including DEA’s Jetway and Skynarc Schools.


Gilberto Gonzalez – Senior Special Agent, DEA. While assigned to the DEA Los Angeles Office, S/A Gonzalez worked major money laundering investigations as both case agent and undercover agent. On assignment to Guadalajara, Mexico, S/A Gonzalez investigated major Mexican drug trafficking violators. In 1998, S/A Gonzalez received the DEA Administrator’s Award of Valor. S/A Gonzalez holds a Master’s degree in Administration and a Bachelor of Science degree in Criminal Justice. S/A Gonzalez currently serves as the Training Coordinator of the El Paso Intelligence Center (EPIC).

Thomas R. Lawrence – Detective, El Paso Police Department, is a 28-year veteran of the El Paso Police Department and has been assigned to the narcotics section for nine years. He was involved in the implementation of the Hotel/Motel Unit. Detective Lawrence has a B.S. in Criminal Justice and has provided training on Hotel/Motel narcotics investigations to officers from throughout the country.


Manny Marquez – Deputy, El Paso County Sheriff’s dept. Manny is a 23-year veteran and has been working highway interdiction for the past 6 years. He is an associate staff instructor/mentor for DIAP and EPIC. Manny’s involvement in highway interdiction has resulted in the seizure of several million dollars in drugs and currency. Manny was recognized for his efforts by being named the Operation Pipeline/Convoy Instructor of the year for 2001.

Timothy Sellers – DEA Supervisory Special Agent, (Ret). Prior to his retirement in 2006, SSA Sellers initiated an investigation that led to the arrest of 14 Hizb-l Islam Gulbidden and Taliban terrorists, including the leader who claimed responsibility for the homicide bombing and murder of five Afghanistan National Directorate of Security agents in 2004. He has served as advisor and mentor to the Afghan Counter-Narcotics Police. He prevented a planned attack on U.S. and NATO forces by tackling an armed homicide bomber as he was boarding a bus loaded with innocent Afghans, blocks away from US and NATO military headquarters, the Presidential Palace, and the American Embassy. For this act, SSA Sellers was awarded the DEA Administrator’s Award of Valor and the United States Attorney General’s Award for Exceptional Heroism.

Training Schedule
The seminar will begin
Monday, April 21, 2008 at 8am and conclude on Fri. April 25, 2008 at 12 noon. Please schedule travel and hotel arrangements accordingly so as to not miss any portion of this extensive training program.

Early registration is Sunday, April 20, 2008 from 3pm to 6pm/Monday April 21, 2008, 7am to 8am.
